Sixth Police Crisis Intervention Team class Graduates - Carroll County Public Safety Training Center, November 8, 2019 by Kevin Dayhoff

Smart policing at its best for the 21st Century: Twenty-five police officers from multiple Carroll County law enforcement agencies recently graduated from the sixth Carroll County Crisis Intervention Team (CIT) training class.

The police agencies included the Westminster Police Department, the Mount Airy Police Department, the Carroll County Sheriff’s Office, Carroll County Detention Center, Carroll Community College Campus Police Department, McDaniel College Department of Campus Safety, and the Maryland State Police

The ceremonies, led by Westminster Police Captain Thomas Kowalczyk, were held November 8, 2019 at the Carroll County Public Safety Training Center. The audience included Westminster Councilwoman Ann Thomas Gilbert; Veronica Dietz, LCSW-C- Carroll County Health Department Crisis Services; Carol Carr-Meinecke- NAMI Carroll County; Captain Nikki Heuer, Chief Tom Ledwell, McDaniel College Campus Safety officer Tom Davis, and over 100 law enforcement officers and their families.

Westminster Police Officers Allen Ecker, Mindy Phillips, are Brian Smith, were among the twenty-five officers that recently graduated from the CIT training – pictured here with Westminster Police Chief Tom Ledwell.

Councilmembers Ann Thomas Gilbert and I were there representing Westminster Mayor Joe Dominick, Council President Greg Pecoraro, Tony Chiavacci, and Benjamin Yingling.

According to a release from the Westminster Police Department:

WESTMINSTER COMMUNITIES TO PARTICIPATE IN 2019 NATIONAL NIGHT OUT

On Tuesday, August 6, 2019, seven neighborhoods throughout the City of Westminster will join forces with thousands of communities nationwide for the 36th Annual National Night Out event. National Night Out (NNO) is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie. The National Association of Town Watch (NATW) sponsors NNO in partnership with law enforcement and community groups. Westminster neighborhoods will host a variety of special events, including block parties, cookouts, youth activities, and visits from police officers, fire/EMS and elected officials.

Chief Thomas Ledwell states, “National Night Out is a great opportunity for community members to get to know their local police officers and fellow neighbors during a fun event designed to promote crime prevention awareness. We encourage everyone who is able to participate to bring your families out and enjoy your local neighborhood event with us.” 

In a recent newsletter, Delegate Susan Krebs wrote:

Come out and join your neighbors for National Night Out. NNO is a FREE Family Event bringing neighbors together to promote a positive community-police relationship- making our communities safer. The fun- filled event hosts vendors, food, and interactive activities for kids, while learning about the services of the Police and Emergency Services.

Residents in Carroll County are invited to join our First Responders at one of the locations below. You are encouraged to lock your home, turn on outside lights, and spend the evening meeting and greeting neighbors and police.

Freedom- Sykesville Area at Sykesville Carnival Grounds, 6680 Sykesville Road - 6:00- 9:00 pm

Hosted by the Sykesville Police Department, Sykesville Freedom District Fire Department and the Freedom District Lions Club, neighbors can enjoy foods from Jimmy Johns and Oscar's, hot dogs and snow cones served by the volunteer fire department and the Lions Club's famous french fries.  Carroll County Sheriff's Office Mobile Command Center 1 will exhibit their K-9 team and drone. Participate in safety demonstrations, face painting, and giveaways from 20+ community businesses and organizations.

The Hampstead Police will be hosting this special event, a "FREE Block Party", featuring face painting, entertainment of Daniel Israel, bounce obstacle course, FREE raffle with many prizes including new bicycles…  Carroll County Sheriff's Office K-9 Demonstration, FREE food donated by Outlaw BBQ Smokehouse, Dunkin', Beijing Palace Restaurant, Ricky's Bistro, Illiano's J&P Restaurant, JJ Hoffman's Creamery, Daughter's Café, Jiffy Mart, Snickerdoodles, Luna Zul, and more.

The Carroll County sheriff’s office has been a whirlwind of activity ever since retired Maryland State Police Captain Jim DeWees took office last December 2 as Carroll County’s 58th sheriff.

DeWees takes office at a time of great changes in law enforcement. Not to be overlooked is the heightened scrutiny – and danger – in which law enforcement officers find themselves these days.

Among the many new approaches initiated recently; the sheriff’s office has announced a long over-due initiative to equalize the due process, retirement, and compensation disparities between the sheriff’s deputies who work the county roads in a law enforcement and investigations capacity with that of the men and women who work as correctional officers in the county detention facility.

In my capacity as a volunteer fire and police chaplain, I have had conversation after conversation, in confidence with law enforcement officers, that the compensation and benefits are not commensurate with the ever-increasing difficulty of the job and the current 'war on police' (not my words,) environment in which police officers work.

In spite of the fact that Carroll County Sheriff Jim DeWees is an exceptional sheriff, there is a largely held perception that local elected officials throughout the nation - even in Carroll County, do not have our back.

Moreover, when the going gets tough, local elected officials will throw the police under a bus. “Hands Up, Don't” Shoot” was a lie.

Look no farther that the recent actions by the U.S. Attorney General Loretta Lynch and the Justice Department. In 2016, there were 4,368 shooting victims in Chicago. Chicago’s murder rate is up 72% with 700-plus homicides. The recent response by the Justice Department is no different that that of the last eight years all across the nation - scapegoat, blame and criminalize the police. This is bizarre. Then after hammering the police, AG Lynch ponders, “officer morale is low.” Duh, ya think? #BlueLivesMatter #ChicagoPD

These days, police officers are highly skilled, well-educated, and highly motivated individuals. Yet they go to work every day, knowing that they could die that day and leave their family behind – or be vexatiously prosecuted for conducting their job consistent with their training and keeping the community’s best interests at heart.

In today’s market, police officers are highly employable. In today’s environment, from a LEO’s point of view, why stay with law enforcement when you can take your skills, training, and education somewhere else, get paid better, spend more time with the family, including nights, vacations and holidays – and have better benefits. Just saying.

At the county level, I believe that the Board of Commissioners have our backs. However, the matter of juggling competing needs with constrained and finite resources gets complex quickly. Carroll County has huge infrastructure needs that need tax dollars. The demands on the fire and EMS services are reaching levels that require much more funding or the volunteer system will collapse. Unfunded mandates from the state and federal government are constantly adding expenses. Not to be overlooked is the cost of health care because of recent changes at the federal level – ACA.

Sheriff DeWees is a friend. I have worked with him for years. His head is on straight and he is part of the solution.

What will make a difference will be the voting public making our concerns known to elected officials. When I was in office, I proposed a 5-cent tax increase for the purpose of supporting law enforcement and the fire service. I felt strongly that the public supported the idea. This was when I brought LEOPS forward despite active opposition on the part of other elected officials. My elected official colleagues, who represented a narrower nuanced band of the constituency, did not support the idea of increasing revenues for first responders. I will just leave this right there.

Losing deputies is nothing new for Sheriff Jim DeWees. But in the past two weeks, three deputies have left the Carroll County Sheriff's Office with two leaving the profession.

"I've lost some good deputies over the last years," DeWees said.

In 2016, DeWees said he lost about 10 to 12 deputies, which he called "significant" for a department the size of the Sheriff's Office.

Of the three deputies who left in the past two weeks, one left to be a criminal investigator within a Pennsylvania state's attorney's office, one left to work in his father's company and one left for Wyoming, DeWees said.

When a deputy decides to leave the department, DeWees sits down with each of the deputies to talk about the decision to leave. For many it's the salary, DeWees said.

Dear President Obama:

In case you haven’t heard, eight American police officers over the past eight days have been killed in the line of duty. Two of these police officers were Harford County Sheriff’s Deputies that were gunned down at a Panera Restaurant just 50 miles from where you live. I’ve watched and listened intently for words of encouragement and sorrow to come from you, but haven’t heard or seen anything.

Conversely, just two weeks ago my governor, Larry Hogan, spent the better part of a week placing a call each day to one of my deputies that was involved in a severe traffic collision in Carroll County. He wasn’t satisfied with speaking to me in order to send his prayers and regards; he called every day after the collision until he spoke with my deputy’s wife. Governor Hogan also drove to Harford County the day after two deputies were slain to meet Sheriff Gahler and the men & women of his office to grieve with them. The governor is in the middle of the 2016 Legislative Session and is pretty busy, yet found time to call, visit, and pay his respects to me & my deputy, and the men & women of the Harford County Sheriff’s Office.

I understand that you are a busy man and are being pulled in multiple directions every day of the week. But, when my president doesn’t take the time to openly recognize the sacrifices that brave men & women of law enforcement make each day to keep domestic peace, I’m disappointed! I suspect that if these same deputies walked in to a restaurant, and without provocation shot and killed an innocent man, you and your staff would quickly whisk their family away to Washington for a future speech to make an example of police officers nationwide.

For me Mr. President, it has nothing to do with Republican or Democrat; black or white, male or female; but, it has everything to do with leading or following. I’m not shocked that you haven’t openly reached out or acknowledged publically the recent rash of deaths in law enforcement, but I’m tremendously disappointed!

Mr. President, your silence about these events SPEAKS VOLUMES!!!!

PS: I'll be standing outside in the cold next week with my deputies for the funerals of the Harford Co deputies; I'll save you a spot next to me!

Sheriff Jim DeWees, along with everyone involved in the Camp C.O.P.S. program, would like to thank Koons Westminster Toyota Scion for their generous support of this summer program.

On Tuesday, June 16th, Nigel Hayes, General Manager, along with Angela Boerner, Controller, presented a check for $5000 to Sheriff Jim DeWees and Sgt Keith Benfer of the Westminster Police Department to help fund the program.

Carroll County Camp C.O.P.S. (COURAGE TO BE OUTSTANDING WITH PRIDE AND SELF CONFIDENCE) is a joint effort between the Carroll County Sheriff’s Office, Westminster Police Department, Maryland State Police, Taneytown Police, and the Carroll County State’s Attorney’s Office, and is designed to bring a better understanding of Law Enforcement to the youth of Carroll County, while working in the atmosphere of a Police Academy.

Located at the Carroll County Farm Museum in Westminster, Camp C.O.P.S. is open to middle school students (those students going into 6th, 7th, or 8th grade).

This year, the Camp will run from July 20th through July 24th.

The donation will be used to purchase many of the items needed to run the popular summer program. This will include equipment and activities for the camp, as well as such items as shirts, hats, water bottles, and food.

Westminster Md., Friday, Jan. 9, 2015 - Several hundred hardy folks braved 25 degree temperatures to show their appreciation for Carroll County area law enforcement agencies this evening at 7 p.m. between the County Office Building and the Sheriff’s Office located at 225 North Center Street, Westminster

In a prepared remarks, the Carroll County board of commissioners said they wanted to come together “to show our gratitude and appreciation for all that our police personnel do for the citizens of Carroll County each and every day…

“Please join us in showing our support for each of the law enforcement agencies in Carroll County, including the municipal police forces, the Sheriff’s personnel as well as the State Police. Take a tour of the Sheriff’s Office Emergency Command Vehicle and other law enforcement vehicles that will be on hand.

“Every day police officers put their lives in harm’s way to protect law abiding citizens; Friday evening is a time for each of us to thank these brave men and women for their service and for keeping our community safe.”

Also speaking were Carroll County Delegate Justin Ready, Carroll County Sheriff Jim DeWees, Carroll County State’s Attorney Brian DeLeonardo and Delegate-elect and former Hampstead mayor and county commissioner Haven Shoemaker –of whom many ‘blamed’ in a good-natured way, for coming up with the idea for the event – that took place in frigid temperatures and a brisk bone-chilling wind.

Among the many folks also attending were the head of the Westminster Police Department dispatchers Brenda Roper, members of FOP Lodge # 20, including Lodge vice-president Steven E. Rogers, former Westminster Vol. Fire Department president Bob Cumberland, and several allied agencies and organizations, such as Catherine’s Cause; that are a constant source of support and encouragement for law enforcement officer. 

The event concluded with the commissioners being award a ‘Thin Blue Line’ flag. A spokesperson explained that on the ‘Thin Blue Line’ flag, the top line represents the public, the bottom line represents the criminals and the blue line in the center represent the thin blue line that separates the public from the criminals.

The program concluded with a prayer by the Carroll County Detention Center chaplain Bob Kimmel.

Carroll County MD Sheriff's Office Deputy taken to Shock Trauma after vehicle collision

UPDATE: “Deputy taken to Shock Trauma after vehicle collision”

Master Deputy Matthew Wilson of the Carroll County Maryland Sheriff’s Office, was released from Shock Trauma last evening after receiving treatment for the injuries sustained in the collision. Darian Barron, the driver of the Dodge pick-up truck, was issued citations at the scene and released. The citations were:

1)      21 402 a:       Driver when turning left failure to yield right-of-way to veh. approaching from opposite direction.

2)      21 901.1 b:   Negligent driving veh. in careless and imprudent manner endangering property, life and person.

3)      13 401 h:      Driving veh. on hwy. with suspended registration.

Anyone with additional information concerning this collision is asked to contact Cpl Webb at 41-0386-2900.

Westminster, Carroll County, Maryland, May 7, 2013 ---- At approximately 3:12 pm, Master Deputy Matthew Wilson, a five-year veteran of the Carroll County Sheriff’s Office was traveling Westbound along Route 140 near Mayberry Road when his patrol car collided with a Dodge RAM 1500  operated by Darian Barron, of Westminster.

The initial investigation shows that Mr. Barron pulled out in front of the deputy while making a left turn from Mayberry Road on to Eastbound Route 140.

As a result of the collision, the Deputy was transported by ambulance to the University of Maryland, Adams Cowley Shock Trauma Center.  Mr. Barron, as well as a passenger, refused treatment from the ambulance at the scene.  The investigation continues.  Anyone who witnessed the collision is asked to contact Corporal Webb at 410-386-2900.

Eagle Archive: In 1923, sheriff busted the Hampstead fireman's carnival for gambling

On Wednesday, Aug. 1, 1923, the Hampstead Volunteer Fire Company carnival was accused of running a gambling operation and was shut down by Carroll County Sheriff William Phillips.

Phillips appeared on the carnival grounds with Carroll County State's Attorney Theodore F. Brown, and arrested the person in charge of the carnival's amusements, Thomas Zepp, and hauled him off to jail.

Pandemonium broke loose in Hampstead as a result. This was especially true because of the significance the Hampstead fireman's carnival has played in the history of the town…

Police still looking for lone gunman who robbed Union Bridge 7-11

Robber remains at large after taking cash

The Carroll County Sheriff’s Office is seeking information regarding the identity and location of a lone gunman who remains at large after robbing the 7-11 convenience store in Union Bridge late Tuesday morning.

According to the Carroll County Sheriff’s Office, around 2:20 a.m., sheriff’s deputies responded to a hold-up alarm in the 100-block of Main Street in Union Bridge.

Sheriff’s Office spokesperson, Major Phillip S. Kasten, reports the initial investigation has revealed that “a white male approximately 5’-10” tall wearing a black ‘hoodie,’ white mask, and black gloves entered the store displaying a handgun and demanded money from the cashier.”

No one was hurt in the robbery.

The suspect then fled from the store on foot after taking an undisclosed amount of cash.

The Sheriff’s Office investigation is continuing.  Anyone with information about this incident is asked to contact Detective Corporal Doug Epperson at 410-386-2574, or the toll free anonymous TIPS Hotline at 1-888-399-TIPP (8477).
